I've used this methods for a few months now and I'd like to share it with you guys. Essentially, there are two types of pre-cut gems that you can chisel into bolt tips for profit: Diamonds & Rubies.

This method is very AFK-able, since each inventory of gems takes approximately a minute and a half to chisel. Chiseling Rubies into Bolt Tips requires 63 Fletching. Chiseling Diamonds into Bolt Tips requires level 65 Fletching. Here is a screenshot showing the profit: As you can see, chiseling Diamonds into Bolt Tips yields 285 GP and chiseling Rubies into Bolt Tips yields 243 GP. I can chisel around 1,000 gems per hour, so as I am making this post, chiseling Diamonds yields 285,000 GP/H and chiseling Rubies yields 243,000 GP/H. Side Note: Ruby Bolt Tips usually sell higher than 107 GP each and Diamond Bolt Tips usually sell higher than 205 GP each.
